A report made by Finnish-German researchers is a comparative overview of youth participation in Germany and Finland. The project was launched in November 2007 as a bilateral cooperation initiative by the Finnish Ministry of Education and the German Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ). Youth participation and active citizenship are traditionally reported mainly in terms of membership in organizations. This report attempts to go beyond that. The researchers asked to what extent young people are able to engage in the planning of activities and how strong a voice they have in decision-making.

Young people from seven countries of the surrounding the Baltic Sea write about their political identities. Kari Paakkunainen interprets the nature of these young people's political spaces and relations are like in the post-Cold War era.
